Issue
Menu options are grayed out (unavailable)

Solution
The Toolbox requires one of these SQL Server Compact runtime MSIs to be installed, if you want to connect to a SQL Server Compact database file;
Download 3.5 SP2 - installed with VS 2010
Download 4.0 SP1 - installed with VS 2012
(No runtimes are installed with VS 2013 and VS 2015)

Issue
You get this error message:

Solution
Reinstall/Repair your SQL Server Compact 3.5 SP2 installation.
Download SQL Server Compact 3.5 SP2 Desktop runtime

Issue
You cannot add a 4.0 connection:

Check your About screen (Question mark icon) - the SQL Server Compact 4.0 runtime MSI must be installed.

Issue
The given key was not present in the dictionary

CSV import produces garbled internationl characters

Solution
Make sure the .csv file is saved in UTF-8 format
