I right click the top item and choose "Connect .. SQL Compact 4.0..."
I am immediately presented with an error dialog(attached).
Strangely it mentions "SQL Anywhere 12" and I have no idea why that one would be involved when working with SQL Server Compact.

Your SQL Anywhere (Sybase) software is broken.
You must either repair it, or you can use the Toolbox option:
PreferDDEX (set to false/unchecked)
