I right click the top item and choose "Connect .. SQL Compact 4.0..."
I am immediately presented with an error dialog(attached).
Strangely it mentions "SQL Anywhere 12" and I have no idea why that one would be involved when working with SQL Server Compact.

To uncheck PreferDDEX solved my problem.
If it is possible to ignore errors for some drivers, as long as you don't intend to use them, that would be good but perhaps not possible.
